This paper was prepared following an event in Astana organised by UNECE and hosted by the Government of Kazakhstan in Astana, October 2013. Engaging some 40 policy makers from the two countries, the event featured intensive discussions on critical policy issues, including whether the way forward is one of a "green" or a "grey" economy. IKED's paper reviews the nature of these countries' ongoing transition and argues for the importance of undertaking comprehensive reforms to turn the challenges with a deteriorating environment into a source of opportunities. IKED has carried out analysis and research to help put in place better methods and indicators to measure progress in the transition of Natural Resource-based Economies (NRE) towards Knowledge-Based Economies (KBE). Among its key projects, IKED worked with the central authorities of Abu Dhabi on the development of an innovation index tailored to reflecting progress on the specific challenges confronting NREs and to develop recommendations for further work in this field.
