Since its inception in 2002, IKED has produced a large number of reports. For examples of new work, visit http://www.iked.org/imtrw.html. Whenever possible, the organisation applies the principle of open access, although some reports produced for specific clients are not for general distribution. This paper was prepared following an event in Astana organised by UNECE and hosted by the Government of Kazakhstan in Astana, October 2013. Engaging some 40 policy makers from the two countries, the event featured intensive discussions on critical policy issues, including whether the way forward is one of a "green" or a "grey" economy. IKED's paper reviews the nature of these countries' ongoing transition and argues for the importance of undertaking comprehensive reforms to turn the challenges with a deteriorating environment into a source of opportunities. Among its key projects, IKED worked with the central authorities of Abu Dhabi on the development of an innovation index tailored to reflecting progress on the specific challenges confronting NREs and to develop recommendations for further work in this field.
