This report, published in 2003, addresses the development of dynamic, innovative and internationally competitive SMEs in the Baltic countries and Poland. Adopting a comparative perspective of the situation for SMEs in these four countries, the report covers: the structure and role of SMEs in the economy, the ability of SMEs to innovate, the policies supporting SMEs and innovation, and the key challenges facing SMEs and their ability to contribute to national innovation and economic growth. It is concluded that SMEs play an important role in job creation, development of entrepreneurial skills and in the enactment of new ideas. At the same time, a range of measures need to be taken to fulfil the potential of SMEs to act as agents of innovation and renewal.
