At the national level, the policy spheres of innovation, information society and entrepreneurship have taken magnum leaps in recent years when it comes to moving out of the shadow of traditionally dominating macroeconomic perspectives. In practice, however, much remains to be done to organise effective responses to the real issues complicating and frustrating effective and constructive playing rules in such areas. The problems span from traditional organisational structures and turf-battles within governments as well as between public authorities, to genuine difficulties to comprehend the issues and challenges that characterise a knowledge-based society. Tailor-made approaches are required to address the real issues confronting each society and specific sets of institutional fabric. At the same time, much can be learned from international comparison.

The issue how to pave the way for more productive and widespread use of ICT is at the top of the agenda for many countries around the world, including for the poorest of societies in Asia, Africa and Latin America. This is also an area in which countries are looking for international cooperation involving all the key actors - governments, businesses, local communities, NGOs, international organisations - as a means to find viable ways forward. Development assistance remains very important, and can be the key for funding needed infrastructure or for facilitating training programmes, but real progress requires room for bottom-up initiative and genuine buy-in from multiple stakeholders.

..:: Contributions by IKED to the development of a Global Trust Center
The Global Trust Center represents a significant international agenda to address key problems plaguing the digital world as regards security, authentication and the integrity of the individual user. In short, the GTC aims to put in place the prerequisites for a user-centric framework that allows for seamless transition between the real and the digital worlds and for the status of the individual human being to be reaffirmed. IKED and its associated experts have contributed actively to the advancement of the organisation. Over the past years, IKED participated in several international conferences and expert meetings where public, private and civil stakeholders considered the direction of new approaches in this area. IKED further served as secretariat for the feasibility study "Enabling trust in the digital world", which examined the opportunities and viability of a launch of a fully-fledged Global Trust Center (GTC). The GTC was established as an independent non-profit organisation in the fall 2006, with the GTC International Council meeting for the first time in September 2007, with 20 representatives from 20 countries around the table. The work to advance and disseminate the GTC International Policy continued in the subsequent years.

Other entities evolved around the Global Trust Center over the past years to develop commercial solutions to the policies formulated by the GTC and to pursue various other objectives. Those entities are not to be confused with the original and unique organisation that the Global Trust Center represents,

The agenda of the Global Trust Center is complex and meets with intricate issues how to balance public and private interests, maintain the integrity of the organisation, and secure long-term funding. The International Council of the Global Trust Center will have to work out viable long-term solutions to these issues over the coming year.

The Global Trust Center (GTC) is an independent non-profit organisation that develops policy, standards and procedures to enable trust in all digital interactions. The GTC provides a forum for governments, businesses and civil society to carry out the research and dialogue to develop the framework required for users to enjoy significantly enhanced trust levels in the digital world.

The mission of the GTC is to place the individual user at the centre of all digital interactions and to reaffirm fundamental values of legality, integrity and accountability.
